What is free and self-hosted/desktop designer interface based on Bootstrap?

Good day
For prototyping the interface based on Bootstrap (3) need a tool which allows you roughly drag'n'drop-om to distribute the interface of existing components.
And that when attacked the layout it was just HTML, ie as close as possible to reality, and the result can be opened in the browser and show.

What is the solution? Online services are not suitable, because the creation will happen in offline Intranet network.
