Can I on your website to collect passport data of users?

Hi all.
Soon open a small service (marketplace items)
Provided that the users were able to pass the verification (upload a scan of the passport + text to download the data).
But I have a suspicion that I am not legally able to receive and process such data. Or am I mistaken?
How to be in this case?

Why do you need passport details then? I can't even remember where I found them in the Internet needed, except for state services and banks.
Verification enough for phones or soap. Well, or by credit card if you are all on the online payment. Doing a test payment to an unknown number of rubles if the payment went through, then the person is the cardholder
