Well, only one piece of the picture, planted in the background. Will work, but:
a) will weigh a lot
b) you need to think about how it is better to propagate or pull if there is a very wide monitor or a really long page.

Overall design full of s**t but (not only because of this background).

The best option is to throw the damn dirt and leave the background white.

Everything will depend on how the designer sees the background on mobile devices, tablets. Because if you do it one background color, readability may fall because of applying the text to the text background "ECHO DESIGN", "BEST CHOICE", etc., etc.

If the choice falls on "make the picture one the background", then squeeze her here, tut. This tool is the best there is today.

If the choice will fall on "text and the arrow do ':before', ':after'", then slice the graphics or cut graphics for the arrows and prepare font for text.
p.s. Fonts for the text in the :before/:after is preferable if You get them back in .woff format surpass.

Good luck

What's the problem then? Just specify the body for this picture, background and all
