How to create a great balanced level?

Working on a platformer-puzzle, what would you recommend to master the skill of creating the perfect balanced levels.

There is another book "the Fundamentals of puzzle and casual game design", but I have not seen in person.

Without beta testers anywhere. He didn't do levels, but one friend drew a rather big mod to Braid — beta testers had served his father and me.

Puzzle - much depends on the age, etc.
For puzzle - only tests on human Guinea pigs.

For games of a different type, it would be possible at least tentatively to balance forcing you to fight opponents-bots against each other.
