The options are:
1) Someone or something intercepts the traffic and rewrites it, in the end, packets arrive broken (possibly it makes the virus, or Vice versa, anti-virus)
2) Broken RAM, the data processing I
3) Broken hard drive, data is read with errors
Most likely the first option, as with options 2-3 is likely that the problems would be much more than "nothing is set"

for a start, check whether the behavior in safe mode.
