How to send a message/command to the bot from the chat, and the software?

By using decorators, we can catch, for example, a specific command sent to the bot.
For example, if you use a decorator:
@bot.message_handler(commands=['abc'])
def abc(message):

then, when you send me the command '/abc' bot from the chat, he will do whatever is specified in the function abc()
The question is how without the help of the chat (without using the application Telegram on your phone/computer) to send to the bot the command '/abc', therefore, that would run the code of the function abc().
