Invisible app that will track the processes in C#?

Hello!
I was recently visited by one thought - is it possible to implement a completely invisible application in C#?
What do I mean by "invisible"?
Well, it's an app that when run will hide and only display the task Manager ( or even Manager is not displayed ), while it will have no interface and it won't be in the Panel Menu (the window at the bottom showing the open apps). At the same time, he will have to monitor processes, for example, if you opened Chrome display some message. Well, I think you understand. Is it possible to implement at all? I'm just going to learn C# before all time was written in C and C++, even made good projects, and I know Python.

@austyn76, Vicious circle: a toaster - why Google no toaster - there is nothing to Google. - Shakir commented on March 25th 20 at 14:02
@Shakir, XD - Sabina_Keebler commented on March 25th 20 at 14:05
@Shakir, I like: "Hmm, I have a question, I'll think I'll ask on the toaster."
*asked on the toaster*
*waits...*
"No answer, yet go Google it"
*immediately on the first page found the answer*
"Oops ... :)" - Sabina_Keebler commented on March 25th 20 at 14:08
