How to develop in PHP on Windows 10 with WSL?

In Windows 10 there are WSL - built-in Linux. Suitable for full development under Windows or is it a crutch?
Some time ago tried all this business to adjust, the upshot was that I put in there everything you need and even start, but the question arose as I /var/www/mylocalsite to open in PhpStorm on Windows. Personally, I put in the Windows components IIS, it put a and then in the IIS console, set the PHP 7.3. Then put composer, mysql (including Workbench for graphic admin), git, nodejs, then VS Code (you get here you phpstorm) and all, I'm developing under windows. The only thing - is necessary to give rights to IUSR to the folder with the project.
