How to restrict access to programs on PC for Win 10 Pro?

At the company's factory there is a machine with OS Windown Pro 10 with access to the Internet.

How to limit the whole functionality except of the browser window, and to disable output from the site and page at the same time, the admins at the factory (who do not know how to configure it) are able to manage restrictions?

In the end it turned out that the unit is in tablet mode and kiosk mode on Windows 10 coming, but when you swipe to the right still calls the notification bar.

Decided to install Windows 7.
