Hung Mac when you install the OS, and not respond to anything. What to do?

Good time of day.
Faced the following problem.
For reinstalling Mac OS, hanging on the screen with a globe and an exclamation mark (set via the Internet, as the drives are completely cleared)

Originally the globe was spun and were asked to choose the connection to continue the installation, I selected the connection ( home wifi ) and everything was normal, BUT when I connected the Mac to the power supply from the outlet (there was little charge) globe changed the image and on top of it appeared an exclamation mark that says:

And it's nothing I can do with it, on pressing the power button to turn off/reset a zero response. Closed the lid of the laptop but it's not responsive, while it is heated, and a cooler.

What is the problem and what should I do?

To turn off the laptop - hold the button, if you do not respond - sadim akum.
Further, the first plug-in charging, then run the installation.
Now with it off, but when connecting to wi fi after some time writes:

@morgan.Cormier16off the answer you have a problem with wifi. encryption or not, or napravleny password...
if direct sure everything is OK with wifi - you can try with the stick to move - Sierra_Rice commented on April 3rd 20 at 17:43
