Is it possible to avoid NetPolice (SSL)?

I hope this is not offtopic.

Tried to do via VPN, but https sites don't work. Look at the site's certificate - see the owner Is blocker NetPolice (school), not 100% on the computer.

That is the kind of site available, but because of a mismatch of domain names, it just doesn't open (for example, a certificate for must be signed in as and signed not).

Is there any solution for this problem? Or is there nothing to do?

DNS should also be behind a VPN, and very preferably with DNSSEC validation.
