How to fix ModuleNotFoundError?

I know that the question has already been asked but I can not understand one thing. There are two files that are in the same folder, but import different libraries, but the libraries are also in the same folder, but different. It turns out that testwoww.py that imports pygame does not work, and pic_to_txt_v1.0.py that imports the PIL works.
Although pycharm both files run quietly.
How to start testwoww.py through the console?

Well if pycharm starts, probably should have before starting to activate a virtual environment
