How to make a normal video, VR and 3D?

There is a video which was originally in the usual 2d format.mp4, ideally it is already sliced for strimming.

What tools, filters it is possible to make VR and video with 3d effects like in the cinema?

For "3D" video should have initially of stereoscopic content, i.e. the material shot with two cameras for left and right eyes. The only way.

@zakary.Padbe, I realized I have little knowledge in the work and shoot video. Once upon a time worked in SonyVegasPro 12 + Cinema 4d 7 years ago and it did some filters, animations.
I thought that by using these tools you can somehow still make the same effects out of 2D videos.
