Why Mysql server does not apply the settings from the config?

Can't understand the fucking logic why don't you like all normal programs to write in one place the config and read settings from it??

/etc/mysql/mysql.conf.d# mysql
mysql: [Warning] World-writable config file '/etc/mysql/mysql.conf.d/mysqld.cnf' is ignored.
mysql: [Warning] World-writable config file '/etc/mysql/mysql.conf.d/mysqld_safe_syslog.cnf' is ignored.
Welcome to the MySQL monitor. Commands end with ; or \g.
Your MySQL connection id is 244
Server version: 5.7.28-0ubuntu0.18.04.4 (Ubuntu)

In PHP-MYADMIN - also does not take a value, damn brain already explodes!

Finally - the command service mysql reload will cause the server to reread the configs and apply them?
I have something does not work or I am doing wrong?

World-writable config file is ignored to translate or you can do it yourself?
this is infuriating - I can't find the server that he will read and will change :( - kailey66 commented on April 4th 20 at 13:07
@kailey66, you are on the config such that any user can make changes to them is wrong. Make chmod o-w /etc/mysql/mysql.conf.d/* - Maia75 commented on April 4th 20 at 13:10
@Maia75, thanks for the advice! how all the same correctly to give the command to perestane configs and their applications? reload service mysql or service mysql stop and then start? - kailey66 commented on April 4th 20 at 13:13
@kailey66, reload is the application of a new config without a restart. Not all parameters can thus be applied. stop/start and restart is actually the same thing, all connections, and the cache will fall off, but will apply anything. - Maia75 commented on April 4th 20 at 13:16
@Maia75, executed the command as you advised, stopped the server and he never got up :(
15 minutes of idle time and died....
Well yesterday I made a backup of the config - server started up easily...
What else can be the options? Or as they say smart people working don't touch :))) - kailey66 commented on April 4th 20 at 13:19
