Enhance > Adjust Color > Adjust Hue/Saturation > Colorize. With the second color there are many options. One of them for example duplicate the layer, put the Color mode and painted with a brush.

Since I started about different methods and effects, there is another interesting effect, too simple — gradient map. Works by substitution of the lights and shadows on a given color here are two examples:
