CMS-enabled sections?

Kind time of days, experts. Can you please tell the CMS that supports partitions.
I had 5 different sections (blocks) and the client subsequently they were inserted in the right sequence on the pages, as well it is necessary that he (the client) not poked in the code and corrected the data from these sections some form.
No matter how I create the partitions (in files or through the admin panel), what matters is the simplicity for the customer.
Like that used the plugin Advanced Custom Fields (ACF) and frameworks in Wordpress, just not hunting to use a heavy WordPress in low budget and simple projects.
Have reviewed a bunch of different "light" CMS and not so suitable for this task.

For example:
