What is the problem when running on localhost WordPress?

The bottom line:
At work worked with wordpress, everything is done on localhost using OpenServer, all amazing works. But now needed from another location to run the same pattern, also using OpenServer on localhost.
- Made dams of the entire database, which refers to this template
- Copied all the folders ( wp-content, wp-include, etc.)

On the new computer 1)set wp. 2)In the domains folder, created a folder with the theme 3) in PMA kartyaval the dams
4) wp-config.php changed the name of the database
Answer: Error a connection to the database ( when opening the site)

What could I forget ? Even created a blank theme, another, settings made the same ( without the dam the old database) all open.
