What framework/library to use to create games?

Today I sent a specification, which says that it is necessary to make the game (Match3).
In the notes following:
The game should be written in C#. The use of third-party libraries and frameworks are allowed, except for Unity3D
I learned that they have their own engine, so they do not use unity.
What should I use to create the game? I think SFML or Monogame
