How to integrate multiple themes CSS and JavaScript in one project?

Hi all,

Please tell me how to combine several HTML the CSS and JavaScript into a single file for header and footer and other elements of the main theme doesn't change when you add new CSS and JavaScript to the main project.

If there is a cross-recurrence - only unification of styles.
