What CMS to choose to manage multiple stores?

The task is to make a platform where users "shop Owner" will be able to add, edit, delete their products and subcategories on the page and not in admin panel. What control system is more suitable?

Any Multivendor plugin for Woocommerce will do. A site on WP and can serve for a penny. And in the future and scale it as you want. So the same due to the presence of a REST API and mobile app to collect.

@Lawson_Hahn54, I honestly say to date I can not recommend anything specific, because at least you need to know the requirements a number of goods whether compliance with the legislation of the Russian Federation (IPA immediately cuts such as Shopify and Wix Store because servers abroad), need box solution\cloud or no difference, so I do not quite understand the requirements that you described in the question, whether you engine marketplace needs, whether you manage multiple stores in one place, or something else.
