Is it possible to work simultaneously with windows and ubuntu?

I have installed windows on the hdd 10, and ssd (connected via usb) installed ubuntu. Is there a possibility to simultaneously develop for example a site in Ubuntu and switching to windows to watch the items on the website in a layout which atcoat in Adobe XD.

PS I Know about VB but there is a need to install ubuntu or it is possible to do with installed?
PS And Yes I have to develop it on ubuntu

The majority of users sitting at Windows, Mac and the rest on various other systems. This is a desktop.
In mobile it is Android and the iPhone, and slightly different tablets.

So it pays to develop either on windows or on Mac with the host dev ubuntu or debian.

Here, you're a beast, keep a whole OS in order to use one utility. You don't need Linux. Why? Putty will be enough to transfer the x's in the best case
