Sites revolve in different places (I mean not on the same machine). on both sides both NGINX website with php. My job is to give my existing PDF file to the external website, as it can be the right thing to do...

A sysadmin is not just made publicly available and internal sites of the company - namely, to the internal files of the company not uncontrollably leaked to the public.
CMS(content management system) on your public website should be able to upload files so that they automatically appear with links to pages. At least on your public site to be access via ftp (you need to know the username and password), you can manually download the files and fix the page so that they were links to download/view these files.
Solution: either upload files via ftp, or through the functionality of the CMS. Better to ask a sysadmin or someone you has been supporting the public website, not to accidentally violate "corporate ethics" :)
