Apache prefork mpm errors?

When you start the Apache 2.4 log contains three entries:

[Sat Dec 16 22:28:00.726328 2017][core:notice] [pid 521] AH00094: Command line: '/usr/sbin/httpd -D FOREGROUND'

How to get out of the situation. If you disable the Apache log shows the error that can not write log and does not start
