Why are not displayed Russian symbols?

Just to clarify, the line setlocale(LC_ALL, "Russian"); written.
If output as cout << “blah”; that prints out all the rules.
And if so
Char str[];
Cin >> str;
Cout << str;
Then Russian characters are not displayed.

Apparently we are talking about Windsurfing and the project in MSVS.
Exactly described the problem, apparently, is that the program is compiled with UTF8 support. Try in settings to turn off proetka support UTF8 and rebuild the program.
But in Windows the output of Russian letters in the console is enough not a trivial task. Here this topic has been discussed many times. It is useful at least to have an idea about the subject. You can start from here and read the comments to the article.
