How to increase the scaling in Windows 10?

Monitor NEC PA 217Q resolution of 2560*1440
As a result, no zoom in, all the icons look very small. But with the increase in scale in some programs the text is blurry. Scaling change "Settings - System-Display", put up 130%.

Older programs may not support High DPI, so nothing really can be done. Crutches from Windows rarely save the situation.
