IP telephony: it is impossible to get the caller mobsvyazi — reset connection, what to do?

Hello!
Work in the following bundle:
Zoiper employees -> CoMagic -> WestCall (VoIP) - recruit some of the rooms, the connection is broken (no beeps, nothing, just hang up)
480 Temporarily Unavailable.

On some units through, for example, in other countries without problems. On some cell - it is impossible. For example, myself, I just can not get through.

Program for dialer changed - and on phones Zoiper and PhonerLite on Windows.
CoMagic chain cleaned, call directly via VoIP WestCall.
New accounts created - not working.

WestCall claims that they block operators, we have direct city of Moscow, legal services, we have a list of Roskomnadzor as an operator of personal data, the flood was not engaged.
MegaFon, for example, argues that there are no black lists, no, only if the users are not blocked.
At the same time - I remind you - I can't get through to your personal mobile number, where exactly there are no black lists. Simply there is a connection problem.

WestCall invites us to change the phone number. What can I do? What other information can I obtain one?

The screenshot below shows, when started the problem.

thanks to the operators

for the diagnosis of the change room and catch the second peak

then the third

then as in the centres of the feces will have a range of numbers
In terms of the second and third pic? - Cordell.Hagenes commented on April 7th 20 at 15:24

tcpdump can collect call between a PBX and a VoIP provider?
Is there a rough guide on how to do this?
We have offices part of the phone via a PABX is connected. And the rest of the phones bypassing PBX connected via the Internet -> CoMagic -> WestCall -> outside world. - Cordell.Hagenes commented on April 7th 20 at 15:26
ATS by using what equipment? - terence.Marks commented on April 7th 20 at 15:29
Tomorrow will tell. But we have the rest of the phones not using this PBX is connected. - Cordell.Hagenes commented on April 7th 20 at 15:32
This principle is not important. The main thing that the phone on which you can reproduce the problems were connected via ATC.

If ATC on Linux you can enable tcpdump to capture traffic in pcap file. - terence.Marks commented on April 7th 20 at 15:35

Problems with communication always solves the outgoing side. Contact Westcall, only they can trace it on yourself, especially if you call them out, so on your side everything is OK. And if not OK, then Westcall have to say about it.

Today all of a sudden worked. Trying to figure out why.

If the operator as the caller ID displays the number from the capacity of another operator, it will block. Not all, but many, especially large ones.
