Can I send the data collected by the extension browsers, web developers or it is prohibited by the policies of browsers? Suspect that can, as the official guides modestly silent. If not, it's not just a security hole, it's just a sinkhole.

I do not quite understand what the data mean. But, you can. In your extension code should be clearly spelled out:
  1. What resources the extension has access. For example to execute fetch to some server. When you install this extension, the browser will inform you that this extension asks for access to such sites.
  2. With what resources the extension can load the scripts or something. For example, for Analytics. Here, the browser will not ask the user for permission. In any case, not previously asked.
