How to do a complete reinstall of Linux Ubuntu?

You need to reinstall the OS.
I tried using a bootable USB flash drive, and ship it to the cmdline options and starts the OS.
USB flash drive money-changers, low-level format was done.

Solution
Modern disks do not allow a low level format. Something You incorrectly describe.
Maybe it's not loaded with flash, and once from the disk?
In the BIOS set to boot from flash, but as if the OS does not see it and ship with a hdd - cora_Muller commented on April 7th 20 at 15:43
@Laurel.Bahringer,
but as if the OS does not see it and ship with a hdd
- I guess you mean the BIOS? Try to physically unplug your hard drive with an installed Ubuntu, and boot from the stick. Then you'll know exactly what and how is loaded. Oh and then this dance. - bernard_Les commented on April 7th 20 at 15:46
