Doesn't stop Mysql?

On the server why not stop mysql, ie I stop, in the status it says that is stopped, but in reality it still works, same with rebooting. How can this be?

If a very large base - sometimes there is a very long-term preservation of all data on the disk, it can sometimes take a good half hour.
Generally in my experience it is better never to restart MySQL server on your site (especially if many small entries of type statistics), is fraught with server crashes.
Raising also can last a long time while the server is "warmed up" all the indexes in RAM
