How to get Android emulator to work coming from AOSP with HAXM on macOS?

Despite the fact that the Android emulator bundled with the SDK works fine with Intel HAXM
there is a problem with the emulator that comes with Android Open Source Project (AOSP).
MacOS High Sierra.

After assembling the product mini_emulator_x86-userdebug in the standard way, start the emulator:
$ emulator
emulator: Open VMS device error:(null)
emulator: Failed to create HAX VM
HAXM is not working and emulator runs in emulation mode

And then the emulation is very slow.

In contrast, the emulator running SDK works perfectly fast.

Check support acceleration on it:
$ ~/Library/Android/sdk/tools/emulator-accel-check
accel:
0
HAXM version 6.2.1 (3) is installed and usable.
accel


Check the acceleration on the emulator, coming from AOSP:
$ emulator-accel-check
unknown option: -accel-check
