Obviously, he's not the axle and it is obvious that OSes "like Norton Commander," no, although as a child the author it could be not clear.
But you are very cool, one comment demonstrated his deep knowledge in operating systems and excellent command of sharp sarcasm and scathing irony. Please continue in the same spirit. - herman.Labadie commented on June 10th 19 at 15:02

I think it was Microsoft's DOS, known as MS-DOS or simply DOS (although strictly speaking, DOS-s was and still is somewhat)

I suspect that this is Novell Netware. Just the same seninki, but not Norton.

MS-DOS, DR-DOS, TR-DOS
panel managers were the Norton Commander and Volkov commander.

If black-and-white Soviet computers, e.g. under DVK was OSes RT11SJ, and panel Manager NC.
Was also DOS-Commander, but he is considerably inferior to the popularity of Norton and Volkov - kavon.Murphy commented on June 10th 19 at 15:05
Dos Navigator came much later Norton and was written not that much better.
Volkov wrote his commander as .com file less than 64 KB in size, functionality and speed much more than Norton - so he became popular. - herman.Labadie commented on June 10th 19 at 15:08
