113: No route to host

Nginx can't find the route to the backend server.

server unix:///home/solovievga/phonebook-api/tmp/sockets/puma.sock;

1. The entry should be of the form

server unix:/tmp/backend3;

see the documentation

2. Nginx (the user account under which it runs, usually nginx or www-data) must have permissions on the socket 0660 /home/solovievga/phonebook-api/tmp/sockets/puma.sock

listen 80 default;
server_name 10.12.4.245;
and
below
location / {
...
 try_files $uri @app;
...
}
and
 location @app {
 proxy_pass http://10.12.4.245;

Are you sure you want to proxy to themselves?
