I have error error MSB3411 when installing Foundation via npm?

Error installing Foundation or npm install.
Initially there was an error in the absence of a Python after .NET Framevork 2.0 SDK. Installed all and they disappeared. But, after installation .NET Framework 3.5 vseravno error.
How to fix the error and from which it emerged earlier everything was fine.

npm install --production --global windows-build-tools

Try to run from administrator
Executed the command, now another error
F:\Another\domains\sm\node_modules\node-sass\build\src\libsass.vcxproj(20,3): error MSB4019: The
the imported project "F:\Microsoft.Cpp.Default.props" was not found. Confirm that the path in the <
Import> declaration is correct, and that the file exists on disk.
