Which is better — normalize.css or reset.css?

it is better? Or did each of them has its own + and - ?

They exist for different purposes.
Normalize adjusts the default styles of all elements under 1 the style in all browsers, and Reset just resets all the styles, type of margins, boarders and so on.
So if you want to specify all padding for all 6 headings, choose Reset, and if not-then Normalize.
