It's not terminal, it's "command prompt" (console). The program folder and all the files are in root of the system drive, of course, that this folder is subject to the restriction of rights, but it is not the attribute "read-only", this is a restriction to change not the administrator (not system).

A decision - either to configure access rights, or you can run the console as administrator. Properties - Security - Advanced - Auditing - Add- (Find myself)- Tick full control-OK
