Rating system for individual parts of the pages/entries?

Would like to tie to certain places on the page (the page talks about several places in the same city).
But all the solutions I could find or put the rating of a page/post or individual comment.

Can anyone suggest the solution for the individual parts of the page?
For example, headers or attachments?
Thank you

Nonsense. It is necessary to revise you the option of writing a long reference article. To zaregat new record type. Break it up into separate entries - every place in the city its recording. Then just using the template hierarchy to bring the desired template in it to collect together for example by adopting the taxonomy (and the taxonomy - the name of the total records)
An example of a taxonomy: "the city Restaurants". Entry 1 - restaurant 1, record 2, restaurant 2... etc. each recording at least WP-Recall the rating, though wp-post-rating will have to work out separately for each restaurant. Then the template connect all.
Then why not use the "page attachments"? - Talia_Weber commented on June 10th 19 at 16:32
here is an example page of the attachment with the test site
I guess it is possible for her/him to tie the rating.
But how is the rating of pages of attachments to display around each image? - Talia_Weber commented on June 10th 19 at 16:35
Then why not use the "page attachments"

I don't know why not.
I suggested to you as it did myself in the simple case.
Not in a simple case, of course, would have written their reviews based on shortcode where you would add the unique ID to then map where it is displayed. - Jarvis.McCullou commented on June 10th 19 at 16:38
and how hard/expensive to write such a system? - Talia_Weber commented on June 10th 19 at 16:41
