How better to impose a page with animations?

Is the layout for the animation (parallax + motion when you hover over the icon), how best to impose these pages, first to impose the page completely without animation and after layout add animation, or make the blocks with animations directly in the layout?

And how to add salt when cooking or salting the finished dish? As you like, and do it.
Personally, I prefer to finish the whole semantic block before proceeding to the next, as for me personally, to return to the already made - a strong mental burden, and you may well be the opposite.

The correct solution is to first finish the full layout. To check, to exclude mistakes and stuff, and then add the desired animation. Otherwise you can get a salad, and somehow the animation easier to pull on a ready-made layout. All at once it is visible, clear, convenient.
