Is there this kind of remote access to the PC?

There is a computer which I use constantly on udalenke. He's standing in the country and is always on.
When you need to reboot or reinstall the OS or go to BIOS suppose that you need to physically come and do it all there, in the distance you did.

Question. Is there any device that can connect to a PC via HDMI and USB, so it gave me somehow the image over the network, and accept commands from my mouse+keyboard and send them to the remote computer?

The issue lies in the control method of the computer regardless of OS loaded etc. About VNC, RDP, TeamViewer, etc I know. About VMware, virtual box too.

Reinstall the OS and be without remote access if you really need to restart - there are sockets controlled by SMS, and in the BIOS why climb? Anyway, the IP-KVM will not allow you to remotely change the bar memory or hard disk.
