Is it possible to register a domain name locally?

The problem about raising a home web server (only for local use). Problems with the writing of a server part no, but I have no idea how to configure able to access the server domain without registering it (domain) has officially. Is it possible for example to configure the router so that it is in the beginning tried to get address and port from some local source, and if failed, then refer to the DNS server? All that can be read on this subject?

Yes.
Edit the hosts file, instructions full.
You can even on a home router a DNS record to register, they can usually.

On the local dns server (internal network LAN) prescribe the local area and the metrics of priority direct and reverse transformation of a host into an ip address.
