How to convert file to text format?

Actually getting the file from outside web servers, I need to read its contents and write the strings, but I can't figure out how to write the resulting file into a variable and insert it e.g. in a textbox without saving it on local disk.

The file format is not text!

Easier - for example I downloaded the file and opened it in notepad then I see something like:

ftypisom isomiso2avc1mp41

Code file:

var response = request.Get("https://site.file.com/fileD=");


How do I correctly handle the response ?

In General I have not found how to output to text box, from data and take all.

var response = request.Get("https://site.file.com/fileD=");
Stream responseStream = response.ToMemoryStream();

 using(StreamReader tmp = new StreamReader(responseStream))
{

 }
