Is it possible to manage the router using command prompt in win 10?

If the routers are working on Linux, can I use simple script to connect with win10 via the command line to the router and manage the firewall?(add/remove ip/dns, etc.)

If routers work on Linux,
Yes, they almost all work on Linux.
Only now the Linux is a kernel.
What kind of OS is unknown, often in SOHO routers not even SSH, only Telnet.
