Which of the two programs is lying?

Had a stress test CPU Core i9 9900k on two systems: Windows and Linux(Debian). In Windows at 100% load, the programs speedfan and Open Hardware Monitor show 69-72°. In Linux under the same conditions the program lm-sensors shows 89-90°, the throttle is not observed. Which program is more likely lying?
