Carbon, management of timestamp in Symfony 4?

The fact that library to work with dates only compatible with symfony/translation to 3.0, and the 4th Symphony is only needed symfony/translation 4.0+

To subscribe to this issue: https://github.com/briannesbitt/Carbon/issues/1049 and wait for the hotfix.
PR is already there: https://github.com/briannesbitt/Carbon/pull/1028
