Is it possible to write in React + JSX without Webpack, that all happened in the browser?

Cons - the browser will have to compile code on the fly, this is a big loss in performance.

Write in JSX allows babel, and not the webpack, so in the example on codepen added a script with babel.

No. Do it like the vue, and it is not .vue files, and is divided into markup and code components

script babel can be connected to your web page as normal script (i.e. the difference between the connections of babel script or jquery is almost none).
