How to align a circle in a circle?

Is it possible without flexbox and css grid to align the circle within a circle without using the way below ? And why sometimes in chrome looks exactly, and the Muff 1-2 pixel by ?

Solution

 width: 74px;
 height: 74px;
 border-radius: 50%;
 border: 1px solid #000;
}

.low-circle {
 width: 62px;
 height: 62px;
 border-radius: 50%;
 border: 1px solid red;
 margin: 5px;
}


Please note that the size of the inner circle changed, everywhere is supposed to be integers, or rounding all get shifted by 1px.
That means there should be a + 2*border + 2*margin = b, where a is the size of the inner circle, and b is external.
I do not quite understand your formula) In this example, what calculations will work?

and = 2 * 1 + 2 * ? = 5 ???
