How to complain to the Registrar of domain names and sites scams?

After public threats, one of the inhabitants of Habra in creating sites with my info: https://habrahabr.ru/users/verydima/

In a network there was a bunch of fraudulent sites from mine. I'm not good at networking, and so forth, but first I was able to track down the original hosting for the cloud, antabuse offshore firms. The primary web hosting (in my country) demolished these sites. But the scammer took them, like, in China.

Here is the domain Registrar uniregistry.com thinking about deleting domains. Already it has been 10+ days and sent a few complaints. Where can I report a domain name Registrar that issued the domain to a con man?

Still wrote to ICANN, but they have there place. Said will respond within 5 working days.

The Registrar you do not owe anything.
Generally, the Registrar may select the domain in two cases-
1)By the court - he was forced to do it the law.
2)According to its own decision - for example if you decide that it is profitable will be selected. Or he just felt like it.
