Question on the requirements for implementing?

First time job working as a programmer in .NET developer. Given a sample job that can be done on WPF, WCF and ASP.NET. I chose ASP.NET. The requirements for implementation there are two points which I do not understand:
1) Use the application configuration file for User-specific settings
2) Use resources to store UI strings
What do they mean?

Solution
1) Use the application configuration file for User-specific settings

Next build (MyApplication.exe or MyApplication.dll) you can put XML-configuration file (MyApplication.config), which will affect the specific Assembly instance. You can read about it at Richter (in the Chapter about rasseyanie assemblies) or in the documentation, there is an XML schema.
In addition, this Web.config file is for each ASP.NET applications (and desktop - App.config) at the project level (not to be confused with the Web.config in the Views folder)

2) Use resources to store UI strings

All user-visible string resources in the applications customary to wrap to replace the localized equivalent. This can be a service, which will substitute the appropriate values, depending on the application settings/user language, etc. - Roughly speaking-a dictionary of terms that selects values from a table by value. Use something like:
the <h3>@Localization.Get("Contacts_PageHeader")</h3>
To retrieve values, respectively, of resources.
