Setting up a proxy for bower?

Vps from firsvds OS Ubunta 16.04, created a user git, installed git, npm, composer, bower.
Clone the project repository from the Gita, install dependencies composer, after want to install dependencies from bower, but I throws an error:
bower search leads to ECONNREFUSED #1049
Googling I found the solution is to specify the proxy .bowerrc:
 "proxy": "http://user:pass@server:port/" 

But I don't quite understand what should be the role of a proxy that would be stretched based on turnip from bower? To raise the proxy server in order to access the repositories bower?
Tell me what I need to do to use bower?
