How to copy files when you change using webpack?

Previously used Gulp...
I can not understand how it is done in webpack

I want when you change files in my folder with the source src, webpak tracked changes and threw the changed files in the build folder.

As in webpack? Can't understand it at all...

Copying does CopyWebpackPlugin. As far as I know webpack is not the program which continuously runs and monitors changes to files. Simply put WebPack always reassembles all.
If to speak about JavaScript, that is, HMR (hot module replacement) which replaces the changed modules on the client. Maybe this is what You need?
