The feasibility viewport measurements?

How properly using viewport units to develop adaptive websites for any device?
One of the key problems I encountered - many mobile browsers reduce the visible area of the window, for example, when the output of the keyboard, or when hiding and appearance of the toolbar, that simply compresses the entire layout of the cake.
How do you implement the layout, if for example it is necessary that the individual sections of the page were exactly 100% without a viewport use viewport units themselves?

what's stopping you to specify a min-height? for example indicate the height: 100vh; min-height: 700px;
